Page is used to contact a Bluetooth unit you already know the BD_ADDR
and inquiry is to request the BD_ADDR of units in the area
The units in range can (or don't have to) respond to the inquiry. The units
responds with their BD_ADDR and the CLK so the inquiry unit can have knowledge
on the address and the clock of those units which respond to the inquiry. After
that the connection can be established (by then using the Page command).
