Starting a Piconet: Who Becomes Master First?

Considering the following scenario:
2 or more devices -- not currently belonging to the same piconet--
simultaneously come into proximity. Assuming that they want to network.
How do they go about selecting a master?
The simple answer to this is that the master will be the first unit to
initiate the connection (page
procedure). So whichever unit is the first to page will be the master.
However if the wrong unit (application-dependent) becomes the master , the
option of a master slave switch exists.
